State Coordinator: Deputy Chief (Ret) Charles FilesList Item 1
Charles Files (DRE #017809) retired as Deputy Chief from the Los Lunas Police Department in 2022, bringing over 20 years of law enforcement experience at both the federal and local levels. His career began in 2002 with the United States Coast Guard, where he developed a strong focus on impaired driving and boating enforcement. After being honorably discharged in 2007, he transitioned to the Los Lunas Police Department, where he continued to specialize in DWI enforcement. Throughout his career, Charles pursued advanced training and certifications in the field. He became a Standardized Field Sobriety Testing Instructor in 2010, a Certified Drug Recognition Expert (DRE) in 2011, a DRE Instructor in 2013, and achieved the designation of Master Standardized Field Sobriety Testing Instructor in 2016. His commitment to professional development culminated in earning a Bachelor of Arts in Criminal Justice with honors in 2021.

Captain (Ret) Micah DoeringList Item 2
Micah Doering (DRE #013253) is a retired Captain with the New Mexico State Police.
He currently instructs for the New Mexico Municipal League. He is a crash reconstructionist and he is an Intoxilyzer 8000 instructor. He has been a DRE instructor since 2010 and currently serves the NMDRE program as the Northern Region Coordinator. He has been the DRE School Course Manager and has taught in several ARIDE and DRE schools over the past fifteen years. He holds a Bachelor in Science in Criminal Justice, and he has qualified as an expert witness in DRE as well as crash reconstructions.

Deputy Fabian FernandezList Item 3
Fabian Fernandez (DRE #020347) is a Deputy with the Dona Ana County Sheriff’s Office. He is a crash reconstructionist, and he is an Intoxilyzer 8000 instructor. He currently serves the NMDRE program as the Southern Region Coordinator. He is currently assigned to the Dona Ana County Sheriffs’ Office Traffic Division. He has been a DRE Instructor since 2015 and has been recognized as an expert in court on DRE matters.

Sergeant Ryan GrayList Item 4
Sergeant Ryan Gray (DRE #023480) is a 12-year veteran of the Los Lunas Police Department. He currently serves as the Traffic/DWI Sergeant on the Departments’ DWI Unit which was inaugurated in 2016. He has been a DRE instructor since 2016 and has historically been, and continues to be, an extremely active DRE. Sergeant Gray was awarded DRE of the Year in 2017 and awarded the Mothers Against Drunk Driving (MADD) Honoring Hero’s awards two years consecutively. Sergeant Gray also instructs the Los Lunas Police Departments SFST refreshers, as well as ARIDE and DRE Schools around the State.

Sergeant Andrew Walker
Sergeant Andrew Walker (DRE 021916) is a 13-year veteran of the Las Cruces Police Department. He has been a DRE Instructor since 2014 and has assisted with several ARIDE and DRE Schools. He is also a firearms instructor for his agency. In 2018 he instructed at the Law Enforcement Coordinators
Symposium (LECS). He assists theSouthern Region Coordinator and State Coordinator with the scheduling and logistics of the ARIDE classes in his area.

Corporal Jaime Gonzales
Corporal Jaime Gonzales (DRE #026831) is a 12-year veteran of the Los Alamos County Police Department. He is currently assigned to the Patrol Division. In addition to working patrol, he also serves as a Certified Mobile Forensics Physical Analyst and an Intoxilyzer 8000 key operator. He served with the U.S. Army from May 2008 to August 2009 as a Tactical Satellite Operator. Corporal Gonzales completed his DRE Instructor certification in 2019 and has been a valued addition to the NMDRE Instructor Cadre since. Corporal Gonzales assists the State Coordinator with the scheduling and logistics
of ARIDE courses within his area.

Detective Ryan Postenrieder
Detective Ryan Postenrieder (DRE #025244) a prior veteran of the Las Cruces Police Department, now works for the Ruidoso Police Department. Detective Postenrieder has been an SFST instructor since 2015, DRE since 2017, and DRE instructor since 2019. Detective Postenrieder started his career with the Las Cruces Police Department in 2013 where he was a member of the hostage negotiation team and where he was qualified as an expert witness in DRE. He joined the Ruidoso Police Department in 2021 and was promoted to detective in 2024. He completed DRE Instructor School in December 2019 and has been a valuable, certified member of the NMDRE program instructor cadre. Detective Postenrieder assists with coordinating trainings in the southeast area of New Mexico.

Chief Carl Ustupski
Chief Carl Ustupski (DRE #018745) is the Chief of Police for the Village of Milan New Mexico Police Department. Chief Ustupski has been a certified DRE since 2011 and has taught at numerous DRE Schools as well as ARIDE classes. Chief Ustupski has proven to be a valuable resource for the western area and is always willing to assist neighboring agencies.

Sergeant Michael Wells
Sergeant Michael Wells (DRE #034629) is a Sergeant for the Bloomfield Police Department. He has been with Bloomfield Police since 2018 where he came on after serving as a licensed paramedic for the San Juan Regional Ambulance Service since 2007. Sergeant Wells’ paramedic training has proven beneficial in his DRE career, as he was quickly recognized by the DRE Committee and invited to serve in the Northern Region. Sergeant Wells has taught and continues to teach at ARIDEs and DRE schools regularly.

Sergeant Jemuel Montoya
Sergeant Jemuel Montoya (DRE #026834) a veteran of the Los Alamos County Police Department, completed DRE Instructor School in March 2020. His field certification requirement was delayed due to the pandemic, but Sergeant Montoya continued to practice and study until he was able to complete his training and now has been a seasoned member of the instructor cadre for nearly 5 years. Sergeant Montoya also assists with scheduling classes in the northern part of the State.

Deputy Troy Brackeen
Deputy Troy Brackeen (DRE #026853) is a Patrol Deputy with the Lea County Sheriff’s Office. Deputy Brackeen has been a DRE since 2016 while working for the Hobbs Police Department. Deputy Brackeen has taught at multiple DRE Schools and is very active in the field with completing evaluations as well as promoting NMDRE trainings. Deputy Brackeen has been an invaluable resource in the southern area of the State.

Detective Chyenne Bunker
Detective Chyenne Bunker (DRE #036172) is a Detective with the Alamogordo Police Department. Detective Bunker has been with Alamogordo PD for eight years and has served as a Drug Recognition Expert since 2022. In 2024, she received her DRE Instructor certification and will be an invaluable resource in teaching both DRE schools
and ARIDEs. Detective Bunker also assists with planning and executing ARIDE courses in the southern area of the State (outside of Las Cruces).

Detective Linda Smith
Detective Linda Smith (DRE #036180) is Detective with the Albuquerque Police Department (APD). She is currently assigned to the Special Operations Division, Metro Traffic, DWI Unit, with the rank of Senior Patrolman First Class. Detective Smith began her law enforcement career in March 2018 and graduated from the police academy in December 2018. Detective Smith also has a background in the field of Sleep Medicine and is currently licensed to practice as a Registered Polysomnographic Technologist
(RPSGT) in the State of New Mexico. Detective Smith earned her DRE Instructor Certification in 2024, and she will be instrumental in upcoming courses.
